Hazelnut Barley Casserole

1 cup pearl barley
6 tablespoons butter
1/2 cup chopped hazelnuts
1 medium onion, finely chopped
1/4 cup green onion
1/4 teaspoon salt
1/4 teaspoon pepper
2 cans vegetable broth undiluted
